There have been lots of non-American films that have been nominated for, and have won, awards in categories other than "Best Foreign Language Film."
Just last year, "The White Ribbon" was nominated for cinematography. In 2008, Marion Cotillard won for "La Vie en Rose" (and definitely deserved it!), and that film also won for best makeup.
In 2007, Penelope Cruz was up for "Volver," and both Adriana Barraza and Rinko Kikuchi were up for "Babel." The same year, "Pan's Labyrinth" won for art direction, makeup, AND cinematography.

You answered your own question. "Categories", there are many of them. Best Director, Best Screenplay, etc.... The overall best movie/film of the year can be from any country.
