During Liberation when does military enforcement stop protecting folk and start making orders and taking over?

What are the standard rules followed by the Military? ...As it were.



Because I want to know how they tell the difference between someone defending their home from an uninvited mob of murderers smashing the place up.

And because once the occupants are dead there is some land and resources available for the thieves to move in, so why shouldn't they be allowed to protect themselves against this? ...Like anyone naturally would protect their family from harm.During Liberation when does military enforcement stop protecting folk and start making orders and taking over?They never protect the poor they are simply committing genocide and promoting NWO agendas to control population.
